If you just need to make a one-time payment, Toho allows guests to pay bills online without an account. Here’s how it works:

Enter your 12-digit account number and the service address zip code.

Enter your payment info and submit.
It’s quick and easy! Just have your account number handy (printed on your paper bill). The payment will post instantly.
The only downside to guest payments is you’ll be charged a $2.95 convenience fee per transaction.

To avoid paying convenience fees each month, I definitely recommend setting up an online account with Toho. It takes just a few minutes to sign up and provides some nice perks:

Several unofficial third party sites like CheckFreePay and Doxo come up in search results. But Toho warns customers these sites are NOT affiliated with or endorsed by them in any way.
Using third party services often results in delayed payments, late fees, and other headaches. Stick with Toho’s real website for reliable on-time processing.
Avoid Late Fees With Payment Extensions
If you need a little extra time to pay your water bill, Toho does offer payment extensions. These provide an extra 10 days past your due date before late fees are charged.
To request a payment extension, you can either:

- Call 407-944-5000 to speak with a rep
Just note that extensions are limited to 2 per year. And you must request it before your current bill’s due date.
Payment extensions are great if you’re in a temporary financial bind or waiting on payday. Just be sure to pay the bill in full within the 10 day extension period.
Get Payment Assistance With TAP Program
For those facing longer-term financial hardship, Toho offers a TAP assistance program to help pay water bills.
TAP provides a credit on your monthly bill based on your household income level and number of occupants. Discounts range from $6 to $27 per month.
To qualify, you must meet income limits and provide documents verifying household income. Assistance is available for both homeowner and renter accounts.
Visit the Toho website for full TAP program guidelines and an online application. Getting extra help with your water bill takes just a few minutes.
Ways To Avoid High Water Bills
While Toho’s rates are quite reasonable, you can take steps to avoid getting stuck with a high water bill:
