An Application for Utility Service Form is required to apply for utility service for each new account. The City of Dallas utility services include: water, sewer (wastewater) and stormwater. Also included is a police fee and firefighter/EMS fee. The Finance Department answers questions regarding your water / sewer account billing or payments. You can start City of Dallas Utility Service in several ways:

  • Online: CLICK HERE or select the Xpress Bill Pay icon below. To sign-up for service online you must first create a user account, then the utility account.
  • By Phone: Call Xpress Bill Pay at (800)766-2350 for personal telephone assistance.
  • In Person: Visit our Finance office at City Hall, 187 SE Court Street, Dallas, OR to complete the application process.

Starting a service request online must be done by 3:00 pm the business day before. For same day service you must come into our office before 3:00 pm at the address listed above. Requests will not be fulfilled on weekends or holidays.

A deposit of $125.00, payable by card or cash, is required (some exceptions may apply) before service is turned on. The deposit will be applied to the closing bill if you are a renter and applied to an owners account after one year of payments with no late fees or upon the close of service. Any balance will be refunded to the customer. The deposit will not earn interest.

An activation fee of $25.00 will appear on your first billing statement. All delinquent charges must be paid prior to any new applicant receiving water/sewer service.

Government-issued picture ID (e.g. driver’s license or passport) is required for all account holders. Xpress online service request will require an email address and will provide a link to the city email at [email protected]. We will email or provide you an information sheet regarding your new account upon completion.
