#How to Pay Your Utility Bill with the City of Lincoln

City Hall is open Monday through Friday from 8AM to 5PM, excluding City holidays.

To start ABD, you must first pay any account balance in full. Then, print and submit the ABD form with a voided check, or submit the application electronically. It takes about 30 days to establish ABD payments.
