Paying your utility bill, citation, or other fees to the City of Papillion just got a whole lot easier thanks to their new online bill pay system. As a resident of Papillion I was thrilled when the city launched this convenient service. No more mailing checks or driving downtown to pay in person. Now I can pay all my city bills securely online with just a few clicks!
In this article, I’ll walk you through how to use the City of Papillion’s online bill pay portal. I’ll cover signing up for an account, adding your bills, making payments, setting up autopay, and more. Whether you’re looking to pay your water bill, a parking ticket, or something else, read on to learn how simple and straightforward it is.
Overview of Online Bill Pay in Papillion
The City of Papillion partnered with InvoiceCloud to power their online bill pay service. With InvoiceCloud, residents can view and pay their bills through a secure online portal.
To access the bill pay portal you can go directly to www.invoicecloud.com/papillionne. You can also get there by clicking “Pay Online” on the City of Papillion’s website.
Through the portal, you can pay the following types of bills and fees:
- Utility bill (water/sewer)
- Walnut Creek campground fees
- Fire department rescue billing
- Police parking citations
- Trash hauling renewal
- Library fines and merchandise
InvoiceCloud offers a simple one-time payment option for quick billing. But the real convenience comes with setting up an account.
Creating an Online Account
Creating an account with InvoiceCloud takes just a couple minutes. You’ll need to provide some basic contact information and create a password.
To get started, click “Sign In” in the top right corner of the bill pay portal. Then click “Sign Up” to begin the registration process.
You’ll need to select whether you’re a residential renter, residential owner, or commercial property owner. This ensures your account is properly configured for your billing needs.
Next, enter your service address and account number if available. This links your online account to your home/property.
Finally, provide your name, email address, phone number, and create a password. Be sure to choose a strong password you can remember.
Once your account is created, you can start adding bills and making payments right away.
Adding Your Bills
If the service address you provided is already linked to utility or other city bills, those bills may automatically appear in your account once created.
If you don’t see your bills, don’t worry. Adding them is easy.
In your account, click “Add Bill.” Search for the bill you want to add by address or account number. When you find the correct bill, click “Add.”
Repeat this process to add additional city bills to your account. Now all your bills are conveniently located in one place for easy viewing and payment.
Payment Options
With your bills added to your online account, you’re ready to make a payment. InvoiceCloud offers several payment options:
Credit/debit card – All major cards accepted. There is a fee for paying by card.
Electronic check – Free direct payments from your bank account.
AutoPay – Set up recurring payments from a card or bank account. More on this below.
Mail – Good old fashioned check via postal mail.
When making a one-time payment, I prefer to use my bank account to avoid fees. But for AutoPay, I have my bill charged to my credit card each month for simplicity and earning rewards points.
Setting Up AutoPay
The biggest time saver with online bill pay through InvoiceCloud is setting up automatic payments. With AutoPay, your bills are paid on time each month without you having to do a thing.
To set up AutoPay:
- Click on the bill you want to automate payments for
- Select AutoPay in the left menu
- Choose your payment method (card or bank account)
- Pick the day each month you want payments processed
- Check the agreement box and click Submit
And that’s it! The bill will now be paid automatically each month. One less thing to remember and worry about.
You can view your scheduled AutoPay payments under the AutoPay menu. You can edit or cancel automated payments here as needed.
Viewing Payment History
Wondering when you paid a certain bill or how much it was for? Your InvoiceCloud account stores your full payment history for easy reference.
To see past payments:
- Click on the bill
- Select History in the left menu
You’ll see the date, amount, and method for all previous payments. Very handy for tax prep or resolving any billing discrepancies.
Receiving Paperless Bills
Tired of receiving paper bills in your mailbox? With InvoiceCloud you can easily go paperless.
On each bill, toggle the Paperless Bill switch to on. You’ll receive email notifications when your bill is ready to view and pay online. No more wasting paper and stamps!
Going paperless also helps you avoid late fees. Paper bills can get lost or delayed in the mail. With electronic bills, you get instant notification the moment it’s available.

Water & Sewer Billing Payment Methods
- You may pay your water bill online through InvoiceCloud.
- You may pay over the phone by calling 402-597-2020 during regular business hours.
- There is a drop box on the east side of Papillion City Hall that can be accessed 24 hours a day to drop off payments.
- Payments can be made by mail. When mailing payments allow enough time for the payment to be received on or before the 15th of the month.
