On April 2, 2020, California Governor Newsom signed an executive order restricting water shutoffs to homes and small businesses during the COVID-19 pandemic.

The order protected consumers who could not pay for their water service during the pandemic, relieving them of fear that their water service may be shut off for non-payment. Although customers were protected from shut-offs during this time, this did not mean that the water delivered to customers could be provided free of charge. Costs to treat, monitor, and deliver drinking water to customers remained unchanged. For those customers not paying their bills, the unpaid amounts accumulated (interest-free) and were tracked by the Water Billing team.

The Governor’s water billing moratorium came to an end on December 31, 2021. With the lifting of the states moratorium so close to the holidays, and then the surge of the Omicron variant, the Vallejo Water Department opted to continue the water billing moratorium through March 31, 2022, in order to continue to provide a safety net to customers. With Vallejo’s billing moratorium ending on March 31, all unpaid water charges that were delinquent on, and accrued, since April 2020 will be due.

We understand this can be a stressful transition for our customers, and we are here to help. We offer flexible and extended no-interest payment plans to avoid service shutoff.

Delinquency notices for past-due amounts will begin to be mailed to water customers in April 2022.
